License for C/C++ Reference

I am the currently maintain the Debian packages of KDevelop. I would like to package the C/C++ reference that is available on the KDevelop ftp sites, so I was wondering what license it is released under. I also noticed that there are two versions on the ftp sites. Should I package version 2.0?
