I also had a problem getting htdig working. 
Creation of the database is started out of kdevelop in the setup options.
The problem in my case was the path to the htdig database. It was expected 
in /opt/kde/share/apps/kdevelop/... but actally it should have been 
/opt/kde2/share/...
I created a link and made both directories writable for everybody.
After that everything worked fine :-))
