tags support - Part 1

Part 1 of the the tags file journey is completed. 

I have added an option to create a tags file for all source and header
files in the project directory.
What's needed is code to configure the tags command, currently all
options are hardwired but at least that works.

Next I will try to read the generated tags file into the datastructure.


Anybody interested in having a look before a patch gets unmanagable?
