My experience is:
The app uses them as soon I make a "make install" Then they will be
copied to
$(KDEDIR)/share/icons/locolor/16x16/apps/<application-name>.png
and
$(KDEDIR)/share/icons/locolor/32x32/apps/<application-name>.png
and I don't have to specify anything in the code.
There is a tutorial on icons on developer.kde.org.
