kdevelop under Winxx ?

On the KDE pages people say it is impossible to port KDE to Windows.

Also it is not my intension to kick out Windows on the user stations (even if I
would like to ;-)). There are to many tools which are not ported to Linux and
KDE.
Isn't it possible to have a version compiled just with QT (which is available
for Windows)? How much is kdevelop depending on KDE?

When looking at the "requirements" list for kdevelop the only thing I think I
don't get is KDE.
