Try do chgrp users /opt/kde/share/apps/kdevelop/tools/htdig  
Cofirm though you belong to the users group. Also do
chgrp users /opt/www/htdig/db and ensure the group has rwx permissions for it
too. That allows you to run htmerge as normal user. I'm using KDevelop 1.2 on
SuSE 7.0 so the paths for the first one might differ. You got to be root to do
all the above.

You may make it like you by changing these paths on the Options->KDevelop Setup
