installation of kdevelop-1.3-linux-i386.tar.bz2 ?

I've downloaded 
ftp://ftp.kdevelop.org/pub/kdevelop/kdevelop-1.3-linux-i386.tar.bz2

The top directory of the tar file is "kdevelop". The "INSTALL" file says just 
unpack & run. But I have a feeling that the contents of the "kdevelop" top 
directory should go into "/opt/kde2" (the kde2 install dir). Am I right?

Any comments on this are greatly appreciated!
