There is a bug in kdevelop russian localized help documentation. I do not know hwo is in charge of sgml-to-html convertion(maybe Ralf?), but the thing is that there is wrong charset in html files. For russian docs charset should be koi8-r. Note it please. PS. Some times docs are unreadable because of that. :(
