SV: configure: error: You need giflib30

I was a bit hasty a few hours ago...

I had only installed the libungif RPM, and that IS NOT enough.
I had to install the libungi-develop package as well.
kdevelop 0.4 is now configured, comiled and installed. Now lets get hacking
;)
