Documentation Problems

Hi,
I´ve got two problems. 
First I downloaded the c_c++_reference.tar.gz from
the website and untared it to my /opt/kde-directory. When I click on the
entry in the documentationbrowser there appears a page that says that
there is no documentation installed at all and I should download the
package at www.kdevelop.org . 
Second is that I´m not able to update the KDE-libs documentation.
I enter the correct path I think because he takes it with out any error,
but there is no generating of documentation.
BTW, I use kdevelop snapshot19990715.
