D7742: KDevelop projects : make use of KDirWatch optional

  I also experience this with Debug builds on Windows. Setting watchers takes quite a time, and what's most irritating - they are also set on build dir, if it is located inside project root.
  
  Can't come up with proper solution right away, but I also don't like adding more checkboxes.
