D8555: Fixed launch url composition from launch configuration server, path and arguments

REVISION SUMMARY
  When setting up a launch configuration for a browser application, the resulting url was empty under some circumstances:
  
  - When the host had a protocol
  - When the path didn't start with /
  
  This revision fixes these problems.
