Moving also veritas repo to unmaintained

Hi,

and as Next Gen CI preparation pointed out, there is veritas, "provides a 
common interface for running unit tests in KDevPlatform.". Never seen before 
myself, and also without a frameworks port and also any work since 2012.

By the kde-build-metaddata it seems only used by kdev-xtest, which currently 
is also to be moved to unmaintained.
Thus proposing to move veritas there as well.

So current candidates for move to unmaintained/ are:

playground/devtools/veritas
playground/devtools/plugins/kdev-xml
playground/devtools/plugins/kdev-crossfire
playground/devtools/plugins/kdev-sql
playground/devtools/plugins/kdev-xtest
playground/devtools/plugins/kdev-java
