Fix for CI needed: Running tests before install

Heya,

with David Faure's latest change in ECM, it's now theoretically possible to
run tests even without installing the project:
  https://blogs.kde.org/2017/08/15/running-applications-and-unittests-without-make-install

The CI adapted to this, and now runs the test step before the install step.

As can be seen here:
  https://build.kde.org/view/KDevelop/job/KDevelop%20kdevplatform%20stable-kf5-qt5%20XenialQt5.7/59/consoleFull

This causes a lot of breakage in KDevelop, we got lots of aborted tests,
causing log output such as:
  05:41:53 QFATAL : TestIdentifier::initTestCase() QWidget: Cannot create a
QWidget without QApplication

If someone wants to investigate this, feel free to go ahead. I'll try to have
a look at it as soon as possible otherwise.

Regards,
Kevin
