Review request for KDevelop.

Changes
-------

Submitted with commit 969afe34d2c82bab593001f4a5b8fdacdcb02ae3 by Alex Richardson to branch master.

Repository: kdevelop

Description
-------

Add a python script that starts kdevelop with the all required env vars

I have set up a system where all KF5 libraries are system libraries and only KDevelop and Clang are built from source.
I have two installations of KDevelop built using two different clang versions and want to start these without setting env vars globally.

Diffs
-----

  app/CMakeLists.txt b2d7cf61f4a8bd8907ac5dbd850b0e237c71127b
  app/start-kdevelop.py.in PRE-CREATION

Diff: https://git.reviewboard.kde.org/r/129254/diff/

Testing
-------

After installing KDevelop to a custom prefix and starting with this script all plugins were loaded.
I think I am setting all required variables but I might be missing some.

Only really useful when compiling from source.

Thanks,

Alex Richardson
