RFC: widget-based welcome page

For what it's worth, I've been using 5.0 on OSX for some time. The welcome
page hasn't ever worked on the 5 series since I started. I thought at first
it has been removed on all platforms. If there is some feature it enables
it's not missed in my workflows.

I sometimes feel it merely fills the void of when there is no file loaded.
A kind of solution to an aesthetic problem. There may be a lighter weight
solution to the problem of a sense of void in the no file open case. In
that vein an aesthetic solution may be all that is required. Perhaps just a
desaturated kdevelop logo -- in full largess? Idle thoughts!

To the question at hand, I'm for it. I haven't missed the feature and it
would be one thing off my list of OSX fixes. ;)
