clang parser: can libclang be loaded dynamically?

Well, that does work and is at least 5x faster than building all of KDevelop (probably more if not building the tests).

I haven't tried yet, but I guess that removing the clang subdir from the Cmake file in languages will filter out and avoid building kdevclangsupport twice.
