Show some love to the Subversion plugin

Heya,

It'd be nice if someone who deals with Subversion (and consecutively, with our 
KDevelop SVN plugin) regularly could step up and show the Subversion plugin 
some love.

Unfortunately I'm not that person who's still using SVN a lot these days (I 
bet most of the KDevelop devs neither), so we'd need some fresh blood here. 
Still, I consider SVN-support a must-have feature of an IDE.

There are multiple issues with the Subversion plugin in KF5:
- It's currently not even compiled because it's
  - considered crashy 
  - has failing unit tests
- Needs to be ported away from kdelibs4support
  - Lots of of KDialog->QDialog porting involved, tricky
- Licensing issues downstream [1] for 4.x + 5.x:
  - Not even shipped on Debian/Ubuntu in 4.x,
    trying to resolve that via help from Kubuntu packagers atm

So, any takers for maintaining the Subversion plugin a bit?

Of course, it's the same story for our CVS plugin...
