Rust in KDevelop

Hey Eike,

could you maybe try to enable the Rust plugin for KDevelop? Should be a matter 
of whitelisting it inside our plugin controller (search for snippets, and do 
the same). Then it should work, and if not we will have to extend our API 
implementation in KDevelop to make it work.
