Messages not extracted for few plugins

Hi,
Simone (the Italian translator) told me that at least one dialog of KDevelop
4.5 has untranslated messages and I found out that few directory in
kdevplatform/plugins are missing a proper Messages.sh, so messages are not
extracted.

The directories are filetemplates, templatemanager and testview (I checked on
master only, but at least filetemplates is missing in both).
