kdev-valgrind does not work with the latest build from trunk of kdevelop4 (4.3x)

The settings for valgrind will show up for a launch configuration. It
should also provide a "Profile" run-mode. That being said IIRC it only
supports the standard memcheck module these days, the rest is
non-working, you're probably better off with valgrind'ing from a
terminal.
