Arrangement of toolbar icons

I'm pretty sure you're barking up the wrong tree here unfortunately
(except for the loss of changes when switching between debug and code
area). The toolbar configuration and the menu layout stuff is all
defined (and constrained) by the KDE XML Gui framework. It can be found
in kdelibs/kdeui/xmlgui, has only one or two persons who really
understand it and doesn't work very well for apps like KDevelop who
rather want much control over where items are being added to the menu.
