Call them "empty" tags, since afaik it's no SGML error to close them like 
required in real XML (<img/>)
 
> 3. Optional closing, <li>text ?(</li>)
> 4. Like the <p> in docbook, <p>text

Where is the difference? both can optionally be closed, but don't have to.
