I wouldn't put php on the same level as kdevelop, it's just a plugin
that is not shipped
with kdevelop itself.
I think one paragraph mentioning Php is enough.

Maybe the language independent DUChain that makes it possible to write
very powerful
language plugins should be mentioned more detailed.

And should be mentioned that it's a rewrite?
