Moving kdevplatform,kdevelop and quanta to extragear

How about extragear/sdk/kdevelop4-plugins? Either that, or drop them
directly into extragear/sdk. Whatever you prefer. Note however that in
extragear you'll have to make sure that building the whole sdk/ dir
works as well as building just php. I'm currently fixing up the stuff
for kdevplatform/kdevelop/quanta.
