Moving kdevplatform,kdevelop and quanta to extragear

well, we need some plugins in playground for sure.
we could create another module for kdev4 plugins in extragear, though.

As a side note, it would be worth noting that since we're in extragear it's
not possible to use kdevplatform within KDE (without weird tricks).
