Beta4 Release tarballs

Andreas, I'm not in Germany and as such do not have access to the
kdevelop.org webserver.

I would like to ask you to add a link to the bugzilla fixed bugs to the
release announcement, just like I always do on my announcements on the
main page.
It is simple to do and lets the users see the fixed bugs on the database.
