Adding build-set to working file set

Where did those icons come from? They are only created when you actually use 
them.

I think using working-sets couldn't be easer, all you need is your left mouse 
button:
a) If you click on the icon of the current working set, the working set is 
closed
b) If you click on the icon of another working set, that working set is 
opened, and the current closed.
c) If you close all files contained by a working set, it is gone.

Additionally, the tooltip for working sets contains all actions as buttons 
with description.

So where does the confusion come from? How can we make it easier to use?
