Increasing dependency of KDE to 4.3

But to kdelibs and in Qt, you don't get workingsets or the area-tabs
without KDE 4.3. Apart from that there's been quite a bit of bugfixes in
4.3 for kate (did you backport all of them to 4.2.x?)
