The practical difference is that "Start New Session" just starts a new session 
keeping the current one open, while "Close All Projects" closes the current 
one and starts a new one.

But yes, I agree this is inconsistent, so I guess it would be better removing 
the button, and making "Start New Session" also close the current session.
