In icon-only mode the icons are much smaller, so it's not exactly equal.

Hmm the icons are not important enough to waste such an amount of space.
So I gues we should just continue finishing up KDevelop, and then at some
point when we actually have a useful set of toolbar actions, we can do polls
to decide how the default UI should look like.
