Why do we have "configure editor"

I didn't look at the code and don't have time at the moment, but if it is the 
code that was in kdev3 then it's probably due to a workaround that was put in 
(in 2003) to allow us to make sure the changed setting was applied to all 
loaded kateparts as opposed to only the one which supplied the action. Maybe 
katepart solves this by itself these days, which would make the workaround 
completely redundant now.
