Why do we have "configure editor"

Hi,

who can tell me why we have our own "Configure Editor..." action instead
of using the one supplied by katepart? The only reason I can currently
think of is that as we do it now allows us to simply disable the action,
instead of having it vanish from the menu, when no katepart is loaded.
