Fix for background parser configuration

The attached patch fixes a couple things.  It fixes reading/writing of
the background parser configuration for each of the language support
parts.  Whether the background parser is enabled or disabled is now
dependendent on the current language.  The background parse delay is the
same for all languages (because this assumption is made in the class
view part), and all defaults are standardized at 500 msec.

Is this okay to commit?
