Why are files parsed twice when opened?

Hi,

it seems that python (with the python language plugin) and also c++
files are parsed twice when opening them. Is that intended or a small
bug somewhere in the language-infrastructure in kdevplatform?

Or is it caused because the plugins do the parsing on document
activation and statechanged? (i.e. are both signals emitted during
opening a document)
