[kde4] configuration dialog

I've some comments about the configuration dialog in KDevelop4.

1. At the bottom, I see a button with popup menu having those values:

	- Standard
	- Global project
	- Local project

And I don't understand what that means. Can somebody clarify?

Also, I think we need to set the rule that every non-trivial UI element,
like this button, should always have "What's this" text. What's this is
not so hard to write compared to full blown docs, but greatly improve 
the chances that the interface will be understood.

2. On a minor point, when I select "General Settings" in the tree,
the label on the right is "General settings" and when I select 
"General Settings -> Project" the label is "Configure Project settings".

	1. The "settings" in the second text should be capitalized.
	2. Do we really need "Configure" word in the second text?
	Why not just "Project Settings"?
