As it was before, kdevplatform searched for profiles inside
$KDEDIRS/share/apps/kdevelop. That is wrong. The profiles list plugins
to be loaded, so why can't they be in kdevplatform?

Also even if I run Quanta with a KDevelop profile, it should work as
KDevelop, and be able to load the KDevelop profile and plugins. This
will also make it easy to switch between web and cpp projects/profiles
without starting a new application.

I cannot find this method inside KGlobal. But I fail to see the benefit
of spreading profiles around. Actually until now the quanta profile
inherited from the KDevelop IDE profile. I just removed it from there
to test the loading of Quanta specific profiles.
