Multiple projects and SCM plugins

If the platform requests plugins to fill out contextmenu,
it is each plugins' responsibilty to check whether the given file is
controlled under CVS or SVN. And that's solution.

But in the last debate, people concluded to use actionCollection.
I have no idea on this case.
