No its not, check that 

<kdev_inst_path>/share/apps/kdevappwizard/importfils/qt4qmake.kdevelop 

contains a line <version>4</version> inside the <qt> tag. If it doesn't
than your kdev3.4 installation is incorrect. If it does, I have no idea
which component sets it to be 3.
