The KDevelop 3.4 release

Note that we have at least two, probably three, large patches left to
merge - Vladimir Prus' MI-branch and David Nolden's Code Completion
update. _After_ which we should think about getting beta 1 out.

But it is a good idea to document the improvements so far in 3.4
branch and try to make bit of a splash with the beta, in order to get
some people trying it out for feedback.

If KDevelop 3.4 is indeed the last major release of the KDev3 branch,
let's make sure it's a good one. :)
