KDevelop 3.4 RC 2 tagging next Wednesday

Hi,

Thanks to everybody who provided input on whether to release RC 2 or 3.4 
final. We're going to go with RC 2 and I'll do the tagging and tarball making 
next Wednesday 12/13.
