Attached is what I have. The relevant parts in the Makefile.am are:
servicedir = $(kde_servicesdir)
service_DATA = kdevtagdialogs.desktop

servicetypedir = $(kde_servicetypesdir)
servicetype_DATA = kdeveloptagdialogs.desktop
