No, KDevelop 3.4 will not be released together with a KDE version, it will ba
a "standalone" release.

No, other projects also have it. Quanta for example had it until recently.

yes.
KDE 3.2 would be nice.
But the developres do not use KDE 3.2 so it's impossible to make sure that it
will work fine on KDE 3.2 or older.

yes, KDE 3.4 is old enough, but not too old. That is why I think it is a good
candidate.
Besides that KDevelop 3.4 and KDE 3.4 makes sence.
