No, KDevelop 3.4 will not be released together with a KDE version, it will ba 
a "standalone" release.

No, other projects also have it. Quanta for example had it until recently.

yes.
KDE 3.2 would be nice.
But the developres do not use KDE 3.2 so it's impossible to make sure that it 
will work fine on KDE 3.2 or older.

Yes, it is not too old but also not too new, that was my rationale.
Besides that, KDevelop 3.4 and KDE 3.4 makes sence!! :)
