KDevelop templates test

An old makefile problem was hit while testing. The problem is that .tar.gz
is never rewritten by make because it has no dependencies. Example
patch for kateplugin2 is attached.
Is it ok to change all makefile.am's in that way? (or unsermake is going to
be broken again).

PS: btw what about using bzip2 instead of gzip?
