Using recent version of KDevelop compiled from CVS, I experienced problem similar to this one.  After deleting kdeveloprc file, the buttons at bottom of screen (Messages, Application, Diff, etc) were displayed in one row, but cut off at the right.  The last button I could see was "CTA" and Problems button was not visible at all.  After resizing the window, all buttons were visible in two rows, but now the Kate window was cut off.  In my case, it was even more severe than original reporter's screenshot because the Kate vertical scrollbar was cut off at the bottom.  Only the tip of the up arrow was visible and down arrow was completely hidden underneath the bottons at bottom, making it difficult to scroll down through code.

I can get everything straightened out by clicking Messages button and clicking the Overlap button (tiny square in upper right corner of Messages frame).
