QT Designer. Did I omit it, or was it removed?

I thought it used to be integrated into KDevelop with an icon in the toolbar, 
etc.  I'll have another go at it now that I have reinstalled the KDE 3.2 
QT3.3 yet again.  After sending my previous message I notice designer was 
broken from the command line.  The bleeding edge is such fun!
