KDevelop CVS does not build for kde-3.1.92

Most all of the KDevelop programmers have at least KDE-3.1. To still 
support KDE-3.0 has just the background to attract and support KDevelop 
to more people, even from the commercial world which is an important 
driving power on Linux (as Qt shows) . Letting it compile on KDE-3.0 is 
the first step, but also the necessary step to not let those people 
delete the KDevelop cvs checkout after 5 minutes. Yes, we're expecting 
patches from those people to let the KDE-3.0 version be as good as at 
least the 3.1 one. But you can't expect hobby programmers to regress to 
old Linux distros just to satisfy unknown people. Everyone mainly wants 
to have fun for himself, you know.
