KMDI in kdelibs has an xmlgui client,which just needs to be enabled,
that provieds shortcuts CTRL+ALT+SHIFT+[L|B|R|T] and
CTRL+ALT+[Left|Right]. Those shortcuts are unlikely to conflict with kde
itself and applications. Alt+key is a problem with eg kate. alt+ctrl+key
conflicts too often with kwin/session management/.... shortcuts.
