Ok, I know that this is only an example from you, but I think you can always
decided wether it is global or project. If a component needs a project or is
only reasonable with a loaded project it should be configurable in the
projectoptions. Otherwise it should be global.
For the documentation tree: It can be use without a project so it should be
global. If someone really don't want a doctree in the php project he/she can
disable it globaly. Nobody will switch between 2 complete different project
within some minutes. All other solutions would be to complicated to handle
for the user I think.
